Market cap is the price times the circulating supply; fully diluted value uses the total supply instead. For a meme coin it is a size label, not money in the pool: a $10M market cap token can have $50,000 of liquidity, so nobody could sell $10M of it. Compare market cap to liquidity and holders before reading anything into it.
